In FRAMES, we answered this question by taking into consideration the following:

• Scenarios: look into different types of flood risk scenarios and consider what this would mean for your area
• Area visions (in the Denderleeuw pilot, for instance, spatial planning for the valley was considered)
• Adaptive planning (see the DAPP approach as applied in the Danish pilots)
• Relevant time horizons
