|Summary=Alblasserwaard-Vijfheerenlandenis an area in the province of Zuid Holland and lies between Rotterdam and Dordrecht. It is surrounded by six rivers; the Lek, the Merwede, the Noord, the Oude Zederik, Merwedekanaal and the Linge. The Alblasserwaard-Vijfheerenlanden is two metres below sea level. Traditionally, the emphasis was on layer 1. In this pilot, we will focus on layer 3: how can we in improve disaster management? We will prepare the area for the ‘what-if’-case.
|Summary=Flood risk management strategies in the Netherlands focuses on flood prevention and less on the other layers of MLS. The responsibility for the different layers lies with different governments. Everyone takes their responsibility, but do we not miss opportunities by connecting the layers?

|Objective=* improvements of disaster management might have spatial implications (e.g. spatial obstacles might need to be removed for evacuation, etc.), which means there should be interaction between layers 2 and 3
|Objective=* A literature study will be carried out to create a shared view on MLS. This will also pinpoint any knowledge gaps in the different layers of MLS.
* how can citizens/ volunteer organizations play a role in emergency response, how to make use of social capital?
* By combining evacuation (layer 3) with spatial development (layer 2), emergency management can be improved.

The calculated risk for dike ring 16 is high compared to calculated flood risks for other dikerings in the Netherlands (VKN2, Dijkring 16)
The Alblasserwaard-Vijfheerenlanden tilts from east to west and lies two meters below sea level. During flood event, water levels can rise 4 meters above elevation level.
